What is an AVGS voucher? A Comprehensive English Guide

Oliwia Schildt CareerFoundry author

The Aktivierungsgutschein (Activation Voucher) is a valuable tool for job seekers in Germany looking to acquire new skills, get coaching to boost their job applications, and explore new career paths.

This voucher funded by the Agentur für Arbeit helps eligible individuals access career counseling, training programs, and job application support. Whether you’re looking to switch careers, improve your qualifications, or re-enter the workforce, the AGVS can be a key stepping stone toward achieving your goals.

In this blog post, we’ll cover everything you need to know about the AGVS: what it is, who’s eligible, how to apply, and the types of programs it can help fund.

What is the Aktivierungsgutschein?

The Aktivierungs- und Vermittlungsgutschein (AGVS) is part of Germany’s active labor market policy, designed to assist unemployed individuals or those at risk of unemployment. Issued by the German Employment Agency (Agentur für Arbeit) or Jobcenter, it covers the cost of programs that introduce individuals to training opportunities and the labor market. It also identifies and reduces or eliminates barriers to individuals entering work or training.

With this voucher, you can participate in training courses, coaching sessions, and workshops, which are typically offered by certified training providers.

Who is eligible for the Aktivierungsgutschein?

Eligibility for the Aktivierungsgutschein depends on your employment status and the assessment of your case worker at the Agentur für Arbeit or Jobcenter. Generally, you may qualify if:

  1. You are unemployed: Registered as unemployed and receiving unemployment benefits (Arbeitslosengeld I or Arbeitslosengeld II).
  2. You are at risk of unemployment: For example, if your current employment is unstable or your contract is about to end.
  3. You need assistance re-entering the job market: This may apply to individuals who have been out of work for an extended period of time.

The key to eligibility is demonstrating that the Aktivierungsgutschein will help improve your chances of finding a job. During a meeting with your advisor,  you’ll discuss your employment goals and identify which training or support measures could benefit you. You can find more information here.

How to apply for an Aktivierungsgutschein

  1.  Contact your chosen training provider. They will check the requirements of your AVGS and, if f they can guarantee you a place, you will receive confirmation from them.
  2. Now contact your AfA advisor/placement specialist. They will check whether the measure will help you professionally and determine whether the conditions of the AVGS have been met.
  3. If all requirements are met, you will receive a notice of approval from your employment agency or Jobcenter. This is a letter confirming your participation in your chosen course, coaching or workshop. The provider of the measure will also be informed that your participation has been approved.
  4. Once all the bureaucracy has been settled, you’ll be able to start. 🙂

Please note that the Aktivierungsgutschein is not a guaranteed benefit, which means the Agentur für Arbeit/Jobcenter is not obligated to grant one to all applicants, and that only the Agentur für Arbeit /Jobcenter advisors can determine your eligibility. CareerFoundry has no influence on this decision and we cannot legally advise you on your eligibility for an Aktivierungsgutschein.
